Create the pad of of 3.5mm As shown in below image.
Create the mirror As shown in below image.
Select the face and create the below sketch.

Select the face and create the hole sketch of diameter 26mm.
Create the cut As shown in below image.
Select the top face and create the below sketch.
Create the revolve feature As shown in below image.
Now create the mirror As shown in below image.

Create counterbore hole As shown in below image.
Select the top face and create the below sketch.
