In this tutorial we will do modeling in FreeCAD with the help of Part design workbench of FreeCAD. Select the Top plane and Create below circle of diameter 100mm on top plane.
Create the Pad of 40mm as shown in below image.
Now select the top plane and create below sketch.
Now create the Pad of 22mm as shown in below image.
Now select the top face and create below sketch.
Now create the cut of 6mm as shown in below image & mirror it on other side.
Create the below sketch for cut as per drawing.
Noe create the cut of 6mm and mirror on other side.
Create the hole sketch as shown in below image.
Create the cut of 4mm and mirror on other side.
Create the hole sketch as shown in below image.
Create the polar pattern as shown in below image.
Now create the sketch as shown in below image.
Create the cut and set end condition through all as shown in below image.
Now mirror the above cut as shown in below image.
Create the hole sketch as shown in below image.
Create the cut as shown in below image set end condition through all.

Now create the cut as shown in below image.
Now create the fillet of 2mm as shown in below image.
